Desired Outcome

At the moment, Conjur's Authenticator Client supports tracing, but only when enabled upstream through Secrets Provider. The Authenticator Client should be able to enable tracing on its own.

Implemented Changes

Pulled these funcs from Secrets Provider and generalized them. Now any of our projects can use these entrypoints.
